壹、申請方式
一、各校有意願報名同學,請以團體名義(如社團、院系或通過學校審核之學生團體)針對欲協助家戶家個案提出申請,向課外組報名,並填寫申請書等資料及撰寫100字以上公益助人紀錄,(相關申請表格與資料,請向課外組報名索取),並檢附受助戶資格證明後,逕送校方審核單位(學務處)審核。
二、經確定受捐戶申請資格後,將於年節前擇一發放時間,邀請符合申請之個案、提案同學與師長出席,並由蔡衍明愛心基金會配合辦理慰問金發放活動,其不克前來領取慰問金之個案則將以匯款方式逕行發放。
貳、申請條件
一、近貧戶/弱勢清寒戶。(需由縣市鄉鎮區公所或村、里、鄰長開立     證明正本、相關官方清寒證明)。 
二、申請個案不可同時一案多投,不可重複申請。
三、各校限申請100戶個案數。
參、申請時間
一、即日起接受各校報名,至12月25日截止報名。(校內收件至12月11日截止)
二、各校審核單位(學務處)並於2024年1月5日前將個案申請表郵寄本會,另個案申請總表及匯款資料同時以電子檔寄本會聯絡人,本會於2024年1月30日前將完成慰問金發放事宜。
肆、慰問金金額     
每一個案(戶)可獲主辦單位(蔡衍明愛心基金會)新台幣5,000元整 慰問金。

另依國立臺灣大學學生社團申請蔡衍明愛心基金會補助款辦理原則
一、本校學生社團執行財團法人蔡衍明愛心基金會(以下簡稱基金會)「公益青年-送愛下鄉趣」慰問活動(以下簡稱慰問活動),基金會每年提撥活動執行補助費1萬元,由學務處課外活動組(以下簡稱本組)統一受理社團執行慰問活動經費補助申請,特制定此原則。
二、本補助款適用之社團活動範圍僅限本校學生社團執行基金會慰問活動相關支出。
三、本補助款配合慰問活動,分三期(端午節、中秋節及春節)申請。
四、申請本補助款之社團,須於各期繳交慰問活動個案申請表及證明文件時,一併提出學生社團活動申請表,並檢附執行慰問活動企劃書(含預算表)等相關資料。
五、本組將召開評選會議,審定社團獲補助的金額,並登錄補助金額於社團活動資訊系統。
六、補助額度:所有社團合計端午節及中秋節補助3,300元,春節補助3,400元為原則,至本項補助款用畢為止,以事前申請及事後核銷為原則。
七、經費核銷:凡獲得經費補助者,應於接獲電子郵件通知後一個月內,檢附相關單據送本組核銷,春節慰問活動補助款應於12月20日前完成核銷;若未依期限核銷者,視同自動放棄本補助款,本組得逕予註銷,獲補助社團不得異議。
八、本原則經本組精實會議核定後,自發布日施行。


[NOV.27-DEC.11] Youth for Charity 2024 "Love to the Countryside" Spring Festival Activity (Chai Yan-Ming Foundation) & Application Guidelines for Chai Yan-Ming Foundation Grants for National Taiwan University Student Clubs

I. Application Process
Interested students from various schools should apply on behalf of their groups (such as clubs, departments, or student groups approved by the school) for the cases they wish to assist. They should register with the Student Activities Devision, complete the application form, provide information, write a public service record of helping others that is over 100 words long (please obtain the relevant application form and information from the Student Activities Devision), and attach proof of eligibility for the assisted households. Then, submit the application to the school's review unit (Office of Student Affairs) for evaluation. After confirming the eligibility of the recipient households, a time will be chosen before the Lunar New Year to invite eligible applicants and proposers along with teachers to attend. The Chai Yan-Ming Foundation will coordinate the distribution of comfort funds. For cases unable to attend in person, comfort funds will be distributed via bank transfer.
II. Eligibility Criteria
Near-poor households or disadvantaged households (Proof of eligibility must be issued by the city/county/district township or village, neighborhood, or local authorities). Each school is limited to applying for assistance for up to 100 cases.
III. Application Timeline
Applications are accepted from now until December 25th. (Internal submissions within the school should be completed by December 11th) The school's review unit (Office of Student Affairs) must mail the individual case application forms to the foundation by January 5, 2024. Additionally, the summary of individual case applications and bank transfer information should be sent electronically to the foundation contact person. The distribution of comfort funds will be completed by January 30, 2024.
IV.Consolation Fund Amount Each case (household) is eligible to receive a consolation fund of NT$5,000 from the organizing body (Chai Yan-Ming Foundation).

n accordance with the guidelines for handling grants from the Chai Yan-Ming Foundation for National Taiwan University student clubs
I. Student Club Execution of Chai Yan-Ming Foundation "Youth for Charity - Love to the Countryside" Consolation Activities (hereafter referred to as Consolation Activities) The foundation allocates an annual activity execution subsidy of NT$10,000 to student clubs executing Consolation Activities at our university. The application for financial assistance for club execution of Consolation Activities will be handled uniformly by the Office of Student Affairs Stuent Activities Devision (hereafter referred to as our unit). These principles are hereby established.
II. The scope of club activities eligible for this subsidy is limited to expenses related to the execution of the foundation's Consolation Activities by student clubs at our university.
III. The subsidy is divided into three phases (Dragon Boat Festival, Mid-Autumn Festival, and Spring Festival) for application.
IV. Clubs applying for this subsidy should submit the student club activity application form along with the Consolation Activities individual case application form and supporting documents. They should also attach relevant information such as the execution plan (including budget) for Consolation  Activities.
V. Our unit will convene a selection meeting to determine the amount of subsidy awarded to student clubs and record the subsidy amount in the Student Club Activity Information System.
VI. Subsidy amount: The principle is that all clubs will receive a subsidy of NT$3,300 for the Dragon Boat Festival and Mid-Autumn Festival, and NT$3,400 for the Spring Festival. The subsidy is valid until it is used up, and the principle is based on both pre-application and post- reimbursement.
VII. Fund  reimbursement: Those who receive financial assistance should submit relevant documents to our unit for verification within one month after receiving the email notification.  Reimbursement of the Spring Festival comfort activity subsidy should be completed by December 20th; Failure to reimburse by the deadline will be deemed as automatic forfeiture of the subsidy, and our unit may cancel it without objection from the receiving club.
VIII. These principles shall take effect upon approval by our unit's executive meeting and will be effective from the date of publication.
